With all the potential advantages of Russia, life in it does not suit many people. The question sometimes arises of moving to other countries. And therefore it is useful to consider all the nuances, for example, for relocation to Montenegro.

Pros and cons of moving

Getting acquainted with the conditions of immigration to Montenegro, many admire their ease. It is impossible to compare the requirements of local authorities with the position of the Thai government and a number of other states where very strict conditions are imposed on immigrants. But before making a final decision, it is necessary to thoroughly study all the subtleties and nuances. The first advantage of relocation to Montenegro has already been named - this is not a very high standard of requirements.

The simplicity of obtaining a residence permit is not in doubt.

However, it is worth considering that the transition from residence permit to permanent residence is much more difficult. Only a few manage to overcome this step. If you do not concentrate on legal issues, then the relative simplicity of the language should be mentioned among the advantages of Montenegro. It is close to Slavic, and quite a lot can be understood even without translation. Although this moment should not be absolutized either.

Furthermore, Christian culture prevails among the local population. This simplifies the search for mutual understanding. The undoubted advantage of relocation to Montenegro can also be considered the exceptional beauty of the country. No photographs or videos can fully convey it. Graceful mountains and fruits, the azure sea and clouds.

This country is exceptionally calm and quiet. Only occasionally does news arrive that someone is killed somewhere.But conflicts are peculiar mainly to local residents. The main thing is not to engage in these quarrels, and then nothing will be threatened. And in Montenegro, the Russian-speaking diaspora is very developed. She interacts well with each other. Meetings are held every year.

There are kindergartens and clubs for general development. Broadcasts "Russian Radio". All this has allowed some people to even claim that Montenegro is almost a branch of paradise on the globe.

However, practice shows that there are also disadvantages. Living in the country itself for a long time (at least several months) invariably discover them. Montenegrin territory is relatively small and the cities are also not very significant. In the capital alone, the number of inhabitants exceeds 20 thousand people. Buying sophisticated new equipment is very difficult, you almost always have to go to neighboring states for this. You can send electronics to the service, though unofficial, only in Podgorica.

Life here flows slowly and measuredly. For people who are determined to be “in a whirlwind of light” all the time, this can cause a lot of emotional inconvenience. And even those who want to be alone more often will be faced with the slowness and sluggishness of local residents. They perform all the work and services not too fast.

The quality of healthcare is also in question. No, Montenegrin doctors themselves are not bad. But it is quite common that in each city there is only one narrow specialist of a high level. Complex diagnostics, especially treatment for any serious diseases will have to be carried out abroad. Besides, the services of medical workers are expensive, even if we are talking about some little things.

Montenegrins smoke a lot. Wherever immigrants go - to an official institution, restaurant, hospital, school or elsewhere, they will have to put up with smoked air. At first this is perceived wildly, but then just people start to especially appreciate the fresh air.

As for the weather, the Montenegrin winter is not too warm, contrary to popular opinion. If the air temperature drops below zero, then a local apocalypse occurs.

The water supply system freezes, and often the power supply is also turned off. Central heating in the coastal zone is not used at all. Locals stoke houses with wood hearths. The vast majority of rental properties are designed only for tourists. For heating, it uses only air conditioners, which is clearly not enough.

You can install electric heaters. But the electricity bills would be mind boggling then. Returning to medicine, it is worth pointing out that In any case, doctors try to maximize the use of antibiotics to prevent childhood diseases. They seem to know no other means. If a health care provider finds out that patients have a residence permit and the right to free service, the queue becomes longer than anywhere else in Russia.

Doctors also do not want to understand at least something that goes beyond their original range of interests. If modern medical preparations for vaccination are recorded in the children's medical record, then in Montenegro they simply will not be recognized and will not understand what and how to put next. And the qualifications are “good” not only with doctors. In the first 2 grades of the school, teaching is dedicated to teaching love of nature and the correct passage of the road.

There are very few entertainment venues for children, even in cities. There is some kind of “provincialism” in everything. Despite the goodwill and lack of aggression, a feeling gradually arises that there is a sharp lack of comfort. The prospects for life, especially for the next generation, are very vague in Montenegro. After a few years of immigration, many people move here to other places, even where crime rates are much higher and other problems are growing.

The country has prospects for joining the EU, but they are becoming increasingly vague. Especially now, when many states are trying to leave the European Union, or at least think about it. The average wage in Montenegro is around 500 euros. Those who receive at least a third more are already recognized here as wealthy people.

And a number of professions that are familiar in the Russian Federation are simply not in demand in a small Balkan country.

Quite widespread issuance of wages in envelopes. As it is easy to understand, this slightly increases it, but reduces the level of social security. But you can’t find fault with the products. They are inexpensive, very stringently checked and always put up for sale in fresh form. As for clothes, the assortment is worse, and prices are higher than in Russia.

Will have to be purchased either in Serbia or in Italy. In addition, until they are fully integrated into local society, while migrants are perceived as foreigners, prices will always be several times overstated. To smooth out such an effect, you will have to buy the bulk of the goods in supermarkets. True, they are difficult to find, since markets and small shops predominate. The size of utility bills is very large, and for the Internet you will have to pay from 20 to 30 euros every month, even at budget rates.

General Immigration Rules

As in any other case of emigration from Russia, one must thoroughly weigh the pros and cons. If the decision is final, and in favor of Montenegro in particular, then you should carefully study the legislation of this country. It is unreasonable to limit oneself only to acquaintance with the rules governing migration. All the same, you have to know and follow all the rules and regulations.

First you need to evaluate:

  • what activities will have to be conducted in a new place;
  • what income will be;
  • in which area and city specifically will you move;
  • how much money you have to spend on everyday needs.

For Russians, you should definitely improve your knowledge of English before moving. It is advisable to master Montenegrin in advance at least at the basic level. It is useful to study such a question as state immigrant support programs. To leave a Russian citizen is not so difficult, but you still need to find out the situation on the housing market so that renting or buying does not become an excessive burden.

It is important to think about such a moment as the remaining sources of income in Russia. It can be bank accounts, stocks, less often rental housing, and so on.

Russians should not succumb to the charm of local color during tourist trips. But what is better to do is to get acquainted with all the nuances and subtleties during the same short trips. A great option for getting to know the country as it should is an arrival for the longest possible period, which allows a tourist visa. And one more requirement: when all the information has already been collected, you need to think it over again, and already then completely understand whether it is worth moving or not.

How to get a residence permit?

According to Montenegrin legislation, obtaining a residence permit is possible in such cases:

  • hired work (including seasonal);
  • entrepreneurial activity;
  • study;
  • internships;
  • treatment;
  • family reunion;
  • flight from extreme situations;
  • buying a property.

The issuance of a residence permit, including for pensioners, is the prerogative of the Ministry of Internal Affairs and its structural divisions in major cities. But for the first time, foreigners can apply to consular and other diplomatic structures located in Russia. The basis on which a residence permit should be granted should not be changed until a decision is made. It is also inadvisable to do this when it comes to the extension of an existing residence permit. This can make it difficult to reach the required time (which is counted down every time from scratch).

When a package of documents is submitted, the fact of its provision is confirmed by a certificate. In this document they write the date of applying for a residence permit. Foreigners justify this fact by the fact that they have already applied to the authorities, but a decision has not yet been made.

Usually the period is 20 days; individual cities have their own rules, and the general order often changes, which requires constantly updating all the nuances in the current version.

The approval decision is drawn up in a separate document. It indicates which registration number was assigned to the applicant for citizenship. A similar document, but without a registration number, is issued with a negative decision. According to the law, 8 days remain to appeal it. You can only complain directly to the Ministry of the Interior.

Marriage with a foreigner

This category includes not only foreigners who have entered into family relations with citizens of the republic, but also family members of foreigners who have a residence permit or permanent residence. According to the laws of Montenegro, the following family members are:

  • spouse
  • their minor children (including those born out of wedlock);
  • minor children of one spouse;
  • adopted children.

Therefore, if one of the spouses moved to Montenegro to work or for any other reason, then the other spouse will receive this status already upon reunification. The appeal must be submitted in person. For minors and the legally incompetent, he is served by legal representatives. You will need to provide a valid passport (covering the term of the borawack for 3 months or more). Additionally, the migration authorities will need:

  • photocopy of passport (it is possible without notary certification);
  • registration document;
  • confirmation of the necessary financial security;
  • confirmation of the provision of foreigners with housing;
  • medical insurance policy for at least 30 days;
  • residence permit payment receipts.

You can confirm family joining:

  • marriage certificates (for foreigners - duplicates and originals of translations, which are supported by signatures of judicial translators);
  • photocopy (including unconfirmed) of the identity card of a citizen of Montenegro;
  • duplicate birth certificate (together with the original text of the translation, sealed with the signature of the responsible person);
  • from time to time biometric information (photos, casts of index fingers and personal signatures).

Employment

In this case, the request, along with the applicant himself, must also be submitted by representatives of the business organization or private entrepreneur. The basic list of required documents is the same as for family reunification. Additionally, you will have to show a work permit. It is drawn up at the employment office.

Such permission must be issued at most 5 days before applying to the migration authority.

An invitation can be submitted by any company. These are Montenegrin firms and organizations owned by the applicants themselves. In this case, a borawack is issued for a period of 12 months. In essence, there are no differences from a regular work visa. You can open a company in Montenegro if you submit a certificate of no criminal record, health insurance, a document on education (with confirmation).

It will take 5-7 days to register a company, and a borawak is issued in two weeks. In the winter months, the process accelerates. The registration fee is 300 euros. This amount includes state fees, registration of a legal address, opening accounts, registration with tax and other authorities. Still have to pay for the manufacture of seals, for imputed tax, for the services of an accountant (the last two items of expenditure are recorded monthly).

Residential Property Acquisition

The law, approved on April 1, 2015, allows you to get a residence permit in Montenegro for up to 12 months when buying real estate. Its extension is possible without restrictions.But it must be remembered that the registration of full citizenship is still impossible. With a diligent search in Montenegro, you can purchase affordable housing. The cost of utility bills and other similar costs there are less than other European countries.

Training

Getting an education in Montenegro is also becoming another good way to immigrate. In some training programs there is no requirement to know the language. A visa is not required. Registration of a residence permit will occur in the country when a person enters a university. This method is suitable for those who are unable to purchase housing; permits are issued initially for 6-12 months, then they can be extended until the term of study ends.

Investment and business

This option can be considered the most promising and competent solution. After all, commercial activities, even trial ones, already characterize a person from a certain point of view, increase their solidity. All other things being equal, it is the merchants who are preferred by the authorities. This is important because there are unambiguous quotas for the number of issued residence permits.

Leaving the country for more than 30 days, one may encounter the cancellation of such a status.

You can open a new enterprise already on the 2nd day of your stay in Montenegro. Therefore, priority is given to those organizations that create jobs in the state. In addition, business requires a lot more knowledge of local laws and financial rules than ordinary life. Learning many details is best done locally.

The reality of the existence of the company, as in other countries, is confirmed by:

  • hiring people;
  • rental of premises;
  • purchase of equipment, supplies, raw materials;
  • sales of finished products and services;
  • payment of taxes and fees.

Refugees

The news says a lot about refugee flows sweeping across Europe. As often happens, this is exaggerated. Including because it is difficult to take a step from involuntary resettlement to full citizenship. Will have to thoroughly prove their right to refugee status.

It is practically impossible to prove political persecution to the inhabitants of Russia, but they are not considering economic reasons.

The conditions in the refugee camps are very poor. Only minimal nutrition and basic hygiene are supported. It is recommended, including at an almost official level, to independently look for a property. Interrogation at the migration authorities is very difficult; behavior is carefully evaluated. It is likely that in the coming years, the granting of refugee status and the subsequent granting of citizenship will be tightened.

Citizenship

When immigrating to Montenegro, it is worth remembering that citizenship is given only to those who have lived in the country for at least 5 years. It is drawn up faster only in a few cases:

  • when 3 years there is a family with a citizen of the republic;
  • when a person is recognized as a refugee;
  • when the candidate is of Montenegrin origin;
  • when he is a relative of a Montenegrin citizen or a foreigner who already has Montenegrin citizenship.

Reviews

The bulk of complaints of immigrants to Montenegro are related to poor living standards. Most often, immigrants from Russia work in the field of tourism, as photographers, programmers, freelancers (in the same or other industries). The costs of renting a house and paying utility bills do not harm the personal budget too much. No need to accumulate large amounts of money. Just enough to think through everything properly.

One must be prepared that when renting real estate they charge immediately the fee for the first month and the same insurance deposit for the next month. The deposit is not returned almost never, even if all the property is in perfect order. High humidity near the coast requires a very careful check of all the properties offered. Mildew infection there is completely commonplace.

In order to emigrate, one must learn a language (this is also useful for oneself, and showing respect for the local population).

Winter rains may cause despondency. But enough to go to another part of Montenegro to change the situation. Immigrants are pleased with the level of security in this country. To start a business, it is recommended to use the services of special agencies. It is quite possible to achieve success here, the main thing is to think over everything and act thoughtfully!
